Revised requirements for dependent certification (requirement related to residency in Japan added)

The Act on Partial Amendment of the Health Insurance Act and the Ministerial Ordinance on Partial Amendment of the Ordinance for Enforcement of the Health Insurance Act, both enacted April 1, 2020, have been revised to add a requirement related to residency in Japan for certification of family members as health insurance dependents (“dependents” hereinafter).

 

Details

 

1. Amendment details

Effective April 1, 2020, a requirement related to residency in Japan has been added to the requirements for certification of dependents.

(* Requirement related to residency in Japan is that the family member must have a certificate of residence in Japan and actually reside in the country.)

 

 

2. Requests to insured persons with family members residing overseas

(1) Regarding persons currently certified as dependents

Please submit a Notification of Loss of Eligibility as Health Insurance Dependent via your establishment to change the status of the family member if he or she does not qualify for the exceptions to the residency requirement below. (Takeda Pharmaceutical employees should apply using HUE.)

 

(2) When applying for dependent certification in the future

If a family member does not have a certificate of residence in Japan but qualifies under the exceptions to the residency requirement, submit the Application Form for Dependent Certification with the following documents attached.

* Also submit documentation certifying the relationship between the insured person and the person to be certified (such as official copy of family register).

* A family member cannot be certified as a dependent if he or she does not qualify under these exceptions.

 

 

[Exceptions to residency requirement]

 

A family member who does not reside in Japan will be considered to satisfy the residency requirement on an exceptional basis if he or she meets any of the de____scriptions ①-⑤ below.

Reason   for exception to residency requirement

Documents   to attach (also attach a Japanese translation)

 

① The family member is a student   studying abroad.

 

Copy   of visa, student ID, certificate of school attendance, certificate of school   admission, etc

② The family member is   accompanying the insured person posted abroad.

 

Copy   of visa, written appointment overseas, certificate of residence issued by   foreign government agency

③ The family member is traveling   abroad temporarily for sightseeing, recreation, volunteer activities, or   other non-employment-related purposes.

Copy   of visa, certificate issued by volunteer dispatching agency, certificate of   consent to participate in volunteer activities, etc.

④ The family member has gained   the status regarded as equivalent to ② during the insured person’s   posting abroad.

Copy   of documentation certifying birth, marriage, etc.

 

⑤ Although not falling under ①-④ above,   the family member is recognized to have a livelihood based in Japan in light   of the reasons for staying abroad and/or other circumstances.
