While a dependent receives unemployment benefits under employment insurance (for those leaving their employer on or after April 2, 2016)

You cannot claim a family member as a dependent while he or she receives unemployment benefits under employment insurance. In such cases, take the steps indicated under ② below.

Dependent certification of an unemployed dependent whose annual income after leaving employment is projected to be less than 1.3 million yen
Submit the following to the Health Insurance Society:

If the base allowance daily amount of unemployment benefits is 3,612 yen/day or more, you are required to take steps to cancel the family member’s dependent status. Submit the following to the Health Insurance Society:

After dependent certification, if a dependent begins receiving unemployment benefits at a base allowance daily amount of 3,612 yen/day or more(5,000 yen / 1day or more for those 60 or older and for recipients of disability pension benefits), you must take the requisite steps to cancel his or her dependent status effective the date he or she begins receiving that level of benefits (**1). Submit a copy of the certificate of eligibility for employment insurance benefits (**2) and the Notification of Loss of Eligibility as Health Insurance Dependent (for period of receipt of unemployment benefits) to the Health Insurance Society. (If you are not a Takeda Company Limited employee, submit these through your company.)

Certification of unemployment takes place at the Public Employment Security Office on the date of initial certification. Submit a copy of a certificate of eligibility for employment insurance benefits with the waiting period, period of restriction on receipt of benefits, and next certification date printed on the reverse side of the certificate.

Notes:

If you submit the notice to cancel dependent status after the dependent begins receiving unemployment benefits at a base allowance daily amount of 3,612 yen/day or more (5,000 yen / 1day or more for those 60 or older and for recipients of disability pension benefits), the individual’s dependent status will be retroactively cancelled to account for the actual date on which eligibility for such benefits began. (If the date receipt of benefits preceded the date of dependent certification, his or her eligibility as dependent will be cancelled retroactively to the date of dependent certification.)
In such cases, note that you may be required to refund the cost of any medical benefits received and the portion paid by the Health Insurance Society for health activities expenses, etc.

Once the dependent’s receipt of unemployment benefits ends, you may apply to restore dependent status as long as he or she satisfies the criteria for dependent certification, such as income level.
When applying for certification, you must submit a copy of the certificate of eligibility for employment insurance benefits with an indication of completion of payment printed and a rubber stamp certifying such completion on the reverse side.

  • (**) In case a. above, if the family member’s projected annual income, including income other than unemployment benefits, is 1.3 million yen or more (1.8 million yen or more for those 60 or older and for recipients of disability pension benefits), the individual cannot be certified as a dependent.
