My wife began teaching English at home last year. (She has no other source of income.) Since her income last year as shown on her income certificate was less than 1.3 million yen, can I name my wife as a dependent?

In the case of a self-employed family member, even if the income amount shown on the income certificate is less than 1.3 million yen, this does not necessarily mean he or she can be certified as a dependent.
For purposes of health insurance, self-employment income refers to the amount derived by subtracting direct necessary expenses (**) from total revenue. This is because the scope of income subject to certification of income under health insurance is the amount of income that can be used to cover living costs. This differs from income for tax purposes as shown on the income certificate.
(**) See “Handling of self-employed family members (including agricultural workers)
For this reason, in addition to the income certificate, self-employed family members are asked to submit documents such as an income tax return for the previous year (copy) and income statement (profit and loss statement) as well. The Society will determine whether to certify the family member as a dependent after verifying the amount of his or her income for health insurance purposes.
